Abolish the requirement that vocational educators must have certificates in computer science and foreign languages

According to the provisions of Circular No. 08/2017/TT-BLDTBXH dated March 10, 2017 of the Minister of Labor, War Invalids and Social Affairs providing standards for professional Subjects and professions of vocational educators: Vocational educators must have foreign language certificates or computer science certificates, specifically as follows:

Elementary level teachers must have Level 1 (A1) language proficiency; Teachers teaching intermediate and college levels must have a foreign language level 2 (A2)  according to the provisions of Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training issued by the Ministry of Education and Training. Foreign language competency framework of 6 levels for Vietnam or equivalent (hereinafter referred to as Circular No. 01/2014/TT-BGDĐT);

Teachers who teach elementary, intermediate, and college levels must have a computer skill level that meets the basic information technology skill standards as prescribed in this Circular. No. 03/2014/TT-BTTTT dated 11/3/2014 of the Ministry of Information and Communications stipulating the standard of skills in using information technology or equivalent or higher (hereinafter referred to as Circular No. 03/2014/TT -BTTTT).

          The reality of implementation over the years shows that, due to the “pressure” to have a certificate of computer science and foreign language in a short time, it has led to negative effects. in studying, taking exams for certificates. A number of institutions and units of training and retraining are not of good quality, organizing exams and granting certificates of informatics and foreign languages ​​in contravention of regulations, causing frustration in public opinion. With the issuance of Circular No. 21/2020/TT-BLDTBXH dated December 30, 2020, the Ministry of Labor, War Invalids and Social Affairs has officially removed the requirement that vocational educators must have a computer certificate. foreign languages ​​in professional and professional standards, contributing to overcoming the above-mentioned shortcomings.

Thus, from March 10, 2021 when Circular No. 21/2020/TT-BLDTBXH takes effect, then:

– Foreign language requirements for vocational educators are no longer required to be at level 01 and level 02 according to Circular No. 01/2014/TT -BGDDT on the 06-level foreign language competency framework for Vietnam;

– The requirement of computer skills for vocational educators is no longer required to meet the standard of skills in using information technology under Circular No. 03/ 2014/TT-BTTTT.

This does not mean that the requirements for foreign languages ​​and informatics for vocational educators are “lightened” or “downplayed” but have been studied. , adjusted appropriately to ensure these competence requirements are more effectively and substantively specified. Instead of stipulating that it is compulsory to have a certificate in computer science and foreign languages, Circular No. 21/2020/TT-BLDTBXH requires teachers to have the ability to use foreign languages ​​and apply information technology in performing their tasks. according to the requirements of the job position prescribed by the head of the vocational education institution. Thereby, enhancing decentralization, autonomy and self-responsibility for vocational education institutions.

It can be seen that removing the requirement for foreign language and informatics certificates for vocational educators from March 10, 2021 is a reasonable adjustment to meet actual requirements as well as reduce certificates and degrees “unnecessary”. At the same time, the requirements for foreign languages ​​and informatics that are concretized in the performance of teachers’ tasks will help improve foreign language and informatics competencies effectively and practically because those requirements will be associated with specific tasks of the teacher at the request of the head of the vocational education institution./.
