Minister Dao Ngoc Dung: Innovating and improving the quality of vocational education in an open and flexible direction

This is a request of the Minister of Labour, Invalids and Social Affairs (LOL-Invalids and Social Affairs) Dao Ngoc Dung at the signing ceremony of the cooperation program between General Department of Vocational Education and Employment (under the Ministry of Labour, Invalids and Social Affairs), taking place on the morning of April 22, 2021, in Hanoi. The General Department of Vocational Education and Training and the Employment Department have agreed to develop a joint work program for the period 2021-2025, in order to strengthen the coordination of the Parties in the implementation of guidelines and policies on education. careers and jobs, strengthening and creating new values, enhancing the position and role of the Parties;
At the same time, the cooperation program also improves the quality of vocational education and jobs and well controls the unemployment rate in the Vietnamese labor market, contributing to improving labor productivity and competitiveness. country in the new situation.
Speaking at the signing ceremony, Minister Dao Ngoc Dung emphasized that this is the first time the two units have implemented a close and methodical joint program. On behalf of the leadership of the Ministry, the Minister welcomed and praised the leaders of the two units for actively discussing and shaking hands to promote the fundamental work of the whole sector in the coming time in the field of TVET and vocational training. job.
Reviewing some outstanding results of the industry in the field of TVET, labor and employment in the past 5 years, Minister Dao Ngoc Dung emphasized: Innovating to improve the quality of TVET, linking training with the market labor market, sustainable jobs, social security are implemented synchronously; Create jobs for nearly 8 million workers; Unemployment rate of workers in urban areas has always remained below 4%; The labor structure has changed positively, the labor rate in the agro-forestry-fishery sector will decrease from 45% in 2015 to 32% in 2020…
According to Minister Dao Ngoc Dung, the Resolution of the 13th National Congress of the Party sets out 6 key tasks, and 3 strategic breakthroughs. One of the three strategic breakthroughs is human resource development, especially high-quality human resources, prioritizing human resource development for leadership, management and key areas.
Minister Dao Ngoc Dung said that one of the tasks of the next 5 years is to transform skills for employees in order to achieve sustainable inclusive development with 3 basic pillars: labor skills. , decent work and sustainable security. The proportion of trained workers must be increased to 70-75%, of which the rate of certificates and diplomas will reach 30% (by the end of the term 2021-2025) to 40% by 2030. This is the same rate. Equivalent to the common level of developed countries.
“The Resolution of the 13th Congress emphasized the maximization of the human factor; human is the center, subject, main resource and goal of development. That has set the industry’s next goal to arouse the innovation startup ecosystem; Innovating and improving the quality of TVET in the direction of flexibility and openness” – Minister Dao Ngoc Dung noted.
The Minister also emphasized the task of focusing on improving the quality of human resources, rapidly shifting the labor structure, especially in rural areas; reduce the proportion of workers in the informal sector. Forming a skilled workforce, contributing to improving national competitiveness, closely linking training and employment.
According to Minister Dao Ngoc Dung, linking TVET and employment is an indispensable and mandatory requirement for us to innovate in the next 5 years.
To do that, Minister Dao Ngoc Dung asked the Parties to perform well the main tasks: Promote communication work,  raise awareness for parents, learners and society to consider vocational training as necessary. Focus on building a system and forecasting labor supply and demand during this term in order to avoid such a situation.
At the same time, closely linking training with job creation, effectively using vocational training funds in the Unemployment Insurance Fund to train workers. Parties need to be drastic in digital transformation.
CONTENT COMBINATION
For the period of 2021-2025, the General Department of Vocational Education and Training and the Department of Employment will strengthen coordination in order to effectively implement the following tasks:
1. Formulate and advise on the development of guidelines, policies and legal documents within the functions and tasks of the Parties.
2. Develop and implement programs, projects and schemes to strengthen the relationship between vocational education institutions and employment service organizations.
3. Develop and implement programs, projects, and projects on vocational training and job creation for policy beneficiaries.
4. Building the labor market, employment policies associated with vocational education, improving the quality of labor supply and demand forecasting, reducing the unemployment rate.
5. Cooperation to develop national vocational skills to meet the requirements of the labor market.
6. Other fields of cooperation as required by the Parties.
To implement the above contents, the two sides proposed 33 detailed activities to be implemented in the next 5 years.
