This is the first time that an official, in-depth project on the dissemination of legal education (PBGDPL) in TVET institutions has been built.

Associating propaganda content with practice of vocational training

According to the Draft Scheme, legal education activities will be implemented at all TVET institutes in the country. In particular, prioritize investment resources and support for regions and localities with difficult and extremely difficult socio-economic conditions.

Beneficiaries of the Scheme include: Learners of vocational training courses at intermediate level, college level, elementary level and other vocational training programs at TVET institutions. The draft is also aimed at teachers and lecturers teaching legal subjects at intermediate schools and colleges; a team of reporters, propagandists carrying out propaganda work, PBDP, teachers, managers, officials, employees and employees working at TVET institutes.

The content of PBGDPL will focus on basic knowledge of the State and laws, Education Law, Vocational Education Law, Employment Law, Labor Code and guiding documents. Paying attention to regulations on rights, obligations, responsibilities, policies and regimes for TVET institutions, managers, public employees, teachers, instructors, learners, employees, and parents. study with legal contents directly related to the training industry, profession, and job position after graduation for learners.

Along with that, propagating and disseminating political – legal – economic – cultural – social events and issues with topics and contents related to TVET, labor and employment; models, experiences, and typical examples of legal education in TVET institutions.

Currently, the duration of the law course program at the college and intermediate level is still low (college only has 30 hours, intermediate level only 15 hours), so the content has never been sufficient legal knowledge necessary for learners.

For elementary-level training programs and other vocational training programs, the law on TVET does not provide for the organization of teaching legal subjects. Therefore, there are no programs, training textbooks and teaching materials for legal subjects for this audience.

In order to increase the effectiveness of propaganda, the draft scheme focuses on innovating propaganda methods in the direction of diversity, flexibility, creativity, attractiveness and effectiveness. Prioritize the application of technology and software in the teaching and learning of law subjects, building curricula and lectures in a way that is intuitive, attractive, easy to understand, receptive and associated with practice.

Along with that, periodically organize extra-curricular activities, field trips at law enforcement agencies and units to diversify and enrich the research and learning environment for managers and researchers. teachers, students in vocational education institutions.

However, at present, there is no official and specialized program or project on legal regulation in TVET institutions. Most TVET institutions and localities have to integrate this content into other programs and activities.

Legal education activities at TVET institutions are therefore still limited. Propaganda content is sketchy, incomplete, patchy, not renewed or updated regularly. renewed, not held regularly…. The form of propaganda is still monotonous, mainly carrying out traditional forms of propaganda such as organizing conferences, training, distributing leaflets, publications…

The project “Strengthening legal education in TVET institutions in the period of 2022-2027” is therefore expected to create a strong breakthrough in propaganda and legal education in TVET institutions. Building a solid foundation for the work of law enforcement to come into order, with depth, practicality, efficiency, and practicality. Contributing to improving the efficiency of state management in the field of TVET, creating a stable and healthy educational environment in TVET, improving the quality of training, the quality of human resources to meet the requirements of enterprises and the market labor in the new era.

According to the Ministry of Labour, Invalids & Social Affairs, in 4 years (2016-2020), the whole country has about 2,472,000 people studying various professions and occupations. training at intermediate and college levels in accordance with the Law on Vocational Education is propagated and legalized through legal subjects and some other activities at TVET institutions.

However, this number is still a small percentage compared to the total number of learners in TVET institutions (2,472,000 people out of 11,077 total). .000 people, accounting for 22.31%.
