Increasing vocational training support – a practical new policy for unemployed workers

From May 15, 2021, unemployed workers participating in vocational training will receive a tuition fee subsidy of 1.5 million VND/month, up to a maximum of 4.5 million VND/training course. create 3 months.

This is a remarkable new policy for unemployed workers specified in Decision No. 17/2021/QD-TTg, which was just issued by the Prime Minister on March 31. Compared with the current support level of Decision No. 77/2014/QD-TTg up to 1 million VND/month, the new support level increased by 500 thousand VND/month.

Unemployed workers who want to learn vocational training are supported by vocational training organizations in accordance with regulations of the Government. law.

According to Decision 17/2021/QD-TTg, for participants of vocational training courses up to 3 months: The support level is calculated according to the tuition fee rate of the vocational training institution and the actual apprenticeship period, but maximum no more than 4.5 million VND/person/training course.

For participants of vocational training courses of more than 3 months: The level of support is calculated on a monthly basis, tuition fees and actual training duration, but not exceeding VND 1.5 million/person/month.

In case the employee participating in the vocational training course has odd days that are not full months as prescribed by the vocational training institution, the odd number of days shall be calculated according to the principle: From 14 days or less is counted as 1/2 month and 15 days or more is counted as 1 month.

Decision 17/2021/QD-TTg applies to employees receiving vocational training support under Article 55 of the Employment Law; Vocational education institutions, higher education institutions registered for college-level vocational education activities, enterprises, agencies and organizations that are entitled to conduct vocational education activities participate in vocational training. for workers.

The unit implementing procedures to support vocational training of employees is the Department of Labor, War Invalids and Social Affairs of provinces and centrally-run cities; social insurance agencies; employment service centers established by the state management agency in charge of employment and agencies related to vocational training support for employees participating in unemployment insurance.

The Decision also states that: Application for vocational training and settlement of vocational training support must comply with the provisions of Articles 24 and 25 of Decree No. 28/2015/ND-CP (amended and supplemented by Decree 61) 2020/ND-CP).

Monthly, the vocational training institution shall carry out the procedures for payment and settlement of funding for vocational training support according to the provisions of Article 25 of Decree No. 28/2015/ND-CP (amended and supplemented by Decree 61) 2020/ND-CP).

For employees who have submitted their application for vocational training support before the effective date of this Decision but have not yet received a decision on vocational training support, the level of vocational training support shall be applied according to the provisions of this Decision. this.

Funding for vocational training support is paid by the social insurance agency from the Unemployment Insurance Fund.

According to the Ministry of Labour, Invalids and Social Affairs, in recent years, the number of unemployed workers who have aspirations and receive vocational training support is still low. One of the reasons is that the current level of vocational training support is still low. Unemployed workers participating in vocational training are only supported up to 1 million VND/month and the support period is short, so they cannot meet some occupations requiring intermediate or higher qualifications of participants.

The increase in support level will thereby create more favorable conditions for unemployed workers to learn jobs to return to the labor market soon. At the same time, it contributes to attracting unemployed workers to participate in vocational training.

According to the Employment Department’s statistics, by the end of November 2020, more than 251,000 people have received vocational training support. Funding to support this group is more than 482 billion VND. The number of people receiving vocational training support accounted for about 5% of unemployment benefit beneficiaries, included in the financial plan when formulating unemployment insurance policies in the Employment Law.
